Illegal activity can sap a government's infrastructure. People who do not claim income do not pay taxes on those earnings.
Many Americans today feel that the income tax is not a valid or fair form of regular taxation due to the opinion that it punishes those who earn more through the graduation of rates as one climbs the ladder of financial success.
Others see it not as favoring the poor, but favoring criminals since they do not have to pay what cannot be proven to be taken in. One means of resolving this matter that is currently in the US House of Representatives is a bill called HR 25, also called the Fair Tax, which calls for a national retail sales tax.
